Infrastructure
Tackling aging infrastructure and preparing for future growth are essential for Richardson’s success. I will continue to prioritize investments in critical infrastructure projects, including street, alley, and sidewalk repairs, water, sewer, and drainage systems, and the City’s facilities and parks. In addition to the $190 million 2021 bond program that prioritized repair and/or renovation of key infrastructure, I will continue to support budgets that include annual pay-as-you-go maintenance to protect and prolong the life of residents’ investments in infrastructure.
Economic Development
Ensuring that Richardson remains a dynamic city for residents and stakeholders is a top priority. I am dedicated to building on Richardson's economic development successes over the past four years including the great successes in the Innovation Quarter (The IQ®), Richardson’s technology and entrepreneurship hub, and through programs like the Research Award Match Program (RAMP), which empowers small businesses to develop groundbreaking technologies and strengthen our local economy. It is vital to Richardson’s success that small businesses and leading companies continue to see the City as a premier business destination. I will focus on sustaining this momentum by advocating for strategic investments in infrastructure, public safety, and fostering a vibrant community and culture. I am dedicated to smart policies that balance economic growth with community needs, ensuring that development enhances the well-being of all residents.

Public Safety
Strong public safety is a key component to the City's success. From recognition as the best-in-the-nation for National Night Out to a decade long ISO 1 rating, Richardson has a lot to be proud of when it comes to public safety. Richardson’s first responders are world-class and I will continue to support the recruitment and retention of quality police and fire professionals. It is important that our first responders have the necessary tools and training to respond appropriately and to foster community relationships and partnerships that build bridges and trust to help keep Richardson safe, secure, and thriving. In addition to police and fire, I will continue to support first responders in public works, emergency operations, and animal services. These frontline workers often do not receive the recognition they deserve for their difficult work that keeps our city running on a daily basis and following major weather events.
Neighborhoods
Richardson’s neighborhoods are the foundation of the City’s vitality, providing a sense of security and community. Neighborhoods also play a critical role in economic development. Vibrant, safe, and well-maintained neighborhoods help attract businesses and talent and support local shops, small businesses, and services that drive our economy. Continued investment in neighborhoods is essential to ensure Richardson maintains a unique identity. I will continue to engage with neighborhood leaders to ensure neighborhoods have a voice at City Hall and will support continued funding of programs that encourage beautification, revitalization, and reinvestment in our neighborhoods.

About Jennifer

Jennifer Swearing In
Jennifer has been a member of the Richardson City Council since 2021 representing Place 2. She currently serves as the Council’s liaison to the Animal Services Advisory Commission and is a member of the Council’s Business and Education Committees. While serving on the City Council, Jennifer has also dedicated herself to serving the region. She was selected to serve on the Executive Board of the North Central Texas Council of Governments in 2023 and was named Secretary-Treasurer of the Board in 2024.

Professional Background

Jennifer is an attorney who received her bachelor's degree from Texas Tech University and her law degree from the SMU Dedman School of Law. She was in private practice for several years focused on the areas of financial and commercial litigation before moving in-house where she is a litigator for a Fortune 50 company. Before becoming an attorney, Jennifer served for nearly ten years as the director of global community building for a nonprofit organization.

Personal Background

Jennifer has called Richardson home for more than thirty years. She met her husband, Mike Sanders, while they were students at Berkner High School and, after nearly eight years of adventures together, the pair married at their home in the Sherrill Park Neighborhood. Jennifer and Mike share their home with their four fur babies. When she is not herding their petting zoo, Jennifer is an unapologetic fitness enthusiast who enjoys baking her famous Quadruple Chocolate Chip Cookies.
